Municipalities enrolled in the state plan will have to pay an average of nearly 12 percent more for their health benefits next year, under a recommendation made today by a consultant to the State Health Benefits Commission.

School district increases will be announced later.

That will put further strain on local budgets, both now and next year. The increases take effect on Jan. 1. The increases will fall outside the 2 percent cap on property tax increases the governor signed Tuesday.
